Dog fouling on playing field costs man £230

A LLANELLI man has been ordered to pay more than £200 for not clearing up dog faeces on a children’s playing field.

Lee Stuart Evans, aged 36, of Heol Elfed, pleaded guilty by post to breaching Carmarthenshire County Council’s (Dog Control) Public Spaces Protection Order 2016.

Environmental enforcement officers were on patrol in Llwynhendy on October 27 when they saw a man walking a huskie type dog on Trallwm Playing Fields.

The dog squatted as if to defecate. When the officers walked over to the location, they could see fresh faeces. The man (Evans) walking the dog told officers that he had no bags.

Officers told Evans that he would be issued with a Fixed Penalty Notice (FPN), however due to this being a children’s playing field, the officers gave him bags and asked him to pick up the faeces and put it in the bin, which he did. Evans was made aware that an FPN was still going to be issued as he would not have picked it up had he not been approached by officers.

Evans told officers that he had been working nights and that he didn’t normally walk the dog. He signed to accept the FPN of £100, or £50 if paid within 10 days, however only £10 has since been received by the council despite payment reminders being sent.

Evans was fined £100 by Llanelli magistrates court, and was ordered to pay costs of £100 and victim surcharge of £30.

Executive board member responsible for environmental enforcement, Cllr Philip Hughes, said: “Although the majority of dog owners are responsible and clean up after their pets, unfortunately there are a minority who don’t.

“Dog faeces left anywhere can be a serious health risk. We are determined to stop the problem of dog fouling in the county and will use our powers to fine anyone who is caught not cleaning up after their dog.”
